OP got some heat and pushback on this thread so I thought id write a review.
I also got multpile questions about this service both via pm and skype, even tho my comment was remove pretty quickly (because the reply I commented on was removed) - which kinda shows the high demand for this service.
So far, OP did deliver the account, Im in the stage of building the campaign but it seems 100% legit
You will have to login via RDP and op's team will fill up your accounts ad spend.

The seller delivered the account within 24 hours and responded to all my messages quickly (even though I am sure a lot of people message him).
The seller leaved me clear instructions on how to make the campaign. The campaign went live and started spending.

Here is my review for the account I have got from OP.
After like so many attempts, I can say this finally a good, trustworthy google ads threshold seller has shown up in the market.
Since this kinda gig appeared after a long time, I thought of taking the risk again. But Damn, this guy is pure gold as far as his support goes.
But to get the account successfully be up & running, I followed each step very carefully what he told me to do.
All the best for future sales my friend & will be ordering more...cheers!

To be honest at first i didn't expect he will provide a legit account that can spent more than 60$, as i've tested so many people seeling these accounts most of them get suspended after spending +60$.
this guy has provided me an account and give me clear instructions.
my first account got suspended before spending , he immediately sent me another account which works perfectly fine.

Got an account through skype and here is my overview experience;
Well first account got suspended for a balance related issues which is weird but then OP replaces another account which works all good so far even though I am just promoting some video in the account but I can say I haven't got any issues with the account yet.
If all went without issues, might be ordering more soon. Good luck with more sales OP.
