Hi, You get 1Gbit port which means you should get the max speed near the 1gbit most times. As for unlimited once you start reaching 100 TB, then we would take notice.

I want to operate an online IDE environment so I would need sudo access to upload software. Does that come with this? And what about Cpanel, is it included in the VPS plan?

You can with the VPS and no Cpanel does not come with the VPS. Only for shared hosting. We are currently out of stock of VPS but have Dedicated servers and shared hosting available.
