Do you have proof that the funds were not sent? You use Coinbase Commerce and according to them it may have been overpayment or underpayment due to crypto volatility. " Depending on the amount of the underpayment, we recommend either marking the payment as resolved and processing the order or requesting your customer send a second transaction for the remaining amount" it seems you do receive payment for expired transactions if you can mark as resolved. I would like a refund.
