I was vaccation but I've staff that's working and checking emails (and has a direct line to me).
Here a few answers:
Facebook: Yes you can use them to create accounts but one account per IP, no mass messaging or other spam-related activity.
Accounts created with high quality IPs should be treated as high quality accounts, not as trash-ware.

It takes no more than max 48 hours to activate an account, usually faster but in most cases about 24 hours for first-time purchases.
Also emails are answered usually within a few hours (depending on daytime and subject).
I don't know your account but 6 days is only possible if there were serious payment issues or open questions (which means we tried to contact you on your email addresses without reaction)
If you still have an issue, let me know (best through customer email address)

Apologies for the short downtime of the international portal a bit earlier.
A internal server problem affected the availability for aprox. 5-10 minutes.
Please note: The US portal was unaffected, you can always jump from one to the other portal if such a problem should happen.

what are bulk subnets ?
seo-proxies.com has a large range of subnets, various geo locations and highest quality IPs
But you can't expect to receive a single subnet per IP, there is no usage I'd know about that requires that.
Maybe send me more details about your planned usage ?

That's fine in principe as long as you do not spam or similar activity that is likely to draw attention.
Each IP should be linked with not more than one account and an account should not be used for activity that's higher than from an "average" user. Postings need to have legal content (no scam, copyright viol., etc)
That rule sort of counts for any related activity (no matter which network).
