Answers to your questions: the ban is usually for bad words in the domain, the site looks too spammy or too many unsuccessful edits. It is safe to get two-three links per month to different pages/blog posts.

So far,so good. I received my link on a very relevant page with a partial match anchor.
A week later I have wikipedia.org listed in my Search Console. It's too early to talk about metrics but I expect a nice rise in DA and TF over the next few months from this link. I have done plenty of other link work so will not be able to quantify that.
PS:
After the initial notification I received a number of backlinks from weird URLs with "wiki" in there , but when I trace them back there is seemingly no link there. So zero DA links that don't exist showing up in backlink reports which is rather confusing..
But also other related site like wikivividly which seem to provide another high DA link.
All rather confusing but happy with the result
