I think it's the followback ratio+a lot followers.. I can for example follow 2k daily in a page that has 1k following and 15k followers. Like follow 1k now and follow 1k or till limit after 8-10h.

That would still only allow you to do 2,000 a day... not 15000 or 20000 like these guys.

They lock your account for following, when your account is new, it has nothing to do with the method you use, whether you follow manually or with a bot. You need to solve 3 phone locks and a password reset, then Twitter will leave you alone.

Do you tweet too by any chance? Tweeting can trigger phone locks too since for a good few months now. If i follow only and don't tweet, there are no phone locks at all past the the initial ones even on brand new accounts.
If you follow and tweet too, you can't notice the reason of the lock, you only notice, that they locked you. If you do both, try following only for a day or two and more than likely they won't lock you. Or the other way around, try tweeting without following and more than likely you'll be locked. So you'll be able to see the reason behind the locks.
When an account is new and you do both following and tweeting, there are often double locks. You solve one lock, you try to log in and bam, you're locked again, so you need to solve that one too. One lock for following, one for tweeting. But if you pass the first few locks for following, you will never get locked again for following, if you tweet too, that's when you'll keep getting locked. One tweet is enough, you don't even need to do excessive amount.
If you don't tweet, only follow, then i have no idea.

Yes i'm tweeting too. I want to grow my account providing good content and getting a lot of natural follows, likes, comments and retweets. I follow manually to speed up this process

@HoNeYBiRD is right. Tweeting will phone lock your Account again. However it's not always that case. Some of my accounts tweet 3 Times a day and get no phone locks, and some of my accounts only tweet 1 time a day and get a phone lock after every post.

It depends what you're tweeting. If you're sending links or advertising some lame products then people will report your tweets as spam, which would cause your account to get locked/banned.

Where do you get this info exactly? There are plenty of adult stars, amateurs, pros, swingers on Twitter posting naked/explicit content. There is even a setting, where you can set your account to NSFW, if you post sensitive tweets.
In this regard the content of the tweet doesn't matter at all. It can be a single, every day tweet without links or any kind of promotion and you still can get locked.
It's exactly what @Heiko said above, some accs get locked, while others don't. It's pretty weird to say the least.

Well two things we can see are that 1) they are all verified accounts and 2) they all have millions of followers. So those two variables can be the cause of being able to break follow limitations. The only other possibility is that there is a secret glitch to break it which would mean we'd have something powerful like the android glitch again. Even though it's more likely the other reasons, I'll look into it and see if I can discover a new glitch

i remember one day 1k 1k 1k 1,5k = 4,5k yesterday 3k (with an 300k account)
create and use often an Imacro who opens /followers and clicks the follow buttons
if you don't get the alert "you are unable ..." you are able to flw additional 1k or only a small amount <10
if you pay you can follow additional quantities
• with a pro account from a discontinued service i WAS able to follow additional 1k
• manageflitter states no follow limits @ pro ? or @ bussiness ?
• if you check the statistics @ twittercounter.com from accounts with ~1m flwrs you will find accounts, who are using this paid features

He runs 2 own accounts followERS ~100k FollowING ~1m and he is able to follow with ( only his?) accounts 77k/day
