Penguin seems to mess up everything. At a point of time, I was searching "Make Money Online" and found a blank wordpress site ranking at first page.

I searched other keywords and found many no-content pages.

Think Google is going to release a new update soon. This is far too wrong. Just continue to submit new long tail keywords and simple backlinking currently.

BEST SOLUTION: Instead of targeting each subpage with a 'n' number of limited keywords, try to randomize a bunch of 500-800 keywords among all your inner pages. Let Google choose and rank according to relevancy. Will definitely help.

Scrape box your site map. Not you have a running list of urls that you have.
Now here comes the hard part go into your awe stats and get the good long tail KWs. Then take thous silly bastards and use scrape box KW tool. Now you have a running list of KWs to work with
Now you spam the net with thous urls and KW. Social bookmarking might be in your near future. Maybe some mass article submission thru AMR or a blog network. (check fiverr)
