I need your help.
I have a website with more 6k indexed on 4 month ago. I'm get alot of backlink to my website in short time.

And my website indexed be decrease on this month. I'm just have 16 indexed for my website. I'm know my website be penalized.

So, i dissavow all low quality backlinks to webmastertool. How long will my website be back to normal?

Seems like you have a panda penalty. Deindexed pages mean their content did not please google, that's panda. The links may have had a part in it too but that's a separate issue.

Yup, its not a penalty due to links
You should manual penalty and the best way is to ask in google webmaster forum (they can tell you the real issue.)

Another thing to consider is if there are any duplicate content present within your site. It might be Page A has the same content with your Page B. That's a red flag. Try to review your content. To answer your question about the disavowed links, the process may take up to weeks or months depending how fast Google re-crawls you site. No fixed amount of time. You can start building quality links by now.
