penalty or reward

I think programmatic pages work if they add real value and unique data, thin or duplicate pages usually get ignored or deindexed.

Both.
Google still rewards programmatic SEO if the pages are actually useful and unique.
But if it’s just templated/spammy content, it either won’t rank or gets hit.
So it’s not about pSEO itself, it’s about quality.

If each page has real unique data and answers a specific " search intent" they reward.

If it is just pure garbage, penalty. Or they will just not care about it.

Google doesn't penalize content created by AI or automation. It only penalizes content that is spam or mass-produced solely for the purpose of manipulating rankings without providing value to users. Content still ranks normally if it's edited by a real person, is unique and not duplicated. AI doesn't kill SEO, it's poor quality content that kills SEO.
