What do you mean with blackhat ? If you do blackhat seo,most of the networks will allow it as long as you deliver them real leads but if you are talking about fraud,none of them will allow it.

Yeah they wanted a copy of my DL aslo. Funny thing is I sent a scanned copy of it attached to a W-9 and they wouldn't accept it. Told me it had to be just the DL. Screw that.
