Looking for your opinion on which method you would choose to get the most bang for the buck in getting real traffic moving to a new domain. Please list other options if you have a better idea.

Real traffic to a new domain? Contact top bloggers in your niche and ask for a guest post in exchange for a link to your site.

However, before any decent blogger will take you up on your offer, you'll have to make sure that your site has quite a lot of useful content, because otherwise no one will want to link to a rubbish 2-page website.

301 redirects of expired domains is overhyped and barely works, if at all. People should really stop pushing this method.

And all comes down to what you are planning to rank. Churn and burn? Long term? Short term? I would not be comfortabl with a public PBN network for anything long term-ish, but that's a personal preference, others may disagree.

+1 for this.
Private pbn for long term & here is proof:

High quality links is always preferable.
If your budget is very low or your competition is very low you may get success with 301 redirect & Paid PBN
