Google only recommend to create a worthy content so that others link you genuinely. But practically that's not possible and one can't wait forever with just a hope to get linked from others automatically and the website rankings will improve. Link-building is not a white-hat SEO technique. If you are doing that then you can also consider PBN, but with necessary measurements to not spam. Consider quality PBN with minimal footprints, or if you want no penalties on your site and prefer most safe activities then don't consider PBN links for your website, no one will force you. And even if you don't do PBN links then also there are chances that in next Google update your site's performance goes down.
