you can use the same server if you have multiple IP's assigned by the provider, just make sure they are in different subnets and not all in the same class-C network! you can reuse some of them for multiple different PBN domains in other niches, been doing that for years and works fine

Yeah some hosts offer this varied IP range as "PBN hosting" but think about it...isn't that a big footprint?

If you're on a budget, host all your sites on the same server and hide it behind CloudFlare. It's google proof., as of yet.

i wouldn't hide behind cloudflare as its a security monitoring network aswell and they also block spammers, sooo would you want your PBN connected to something that works against spammers?
also it may block some legit traffic because of the captcha it shows sometimes in case you want to monetize the direct PBN traffic aswell.

The settings can be changed as to how often/aggressive you want to show captchas inside CF's control panel under Security Level. Simply select Essentially Off to monetize each and every traffic.

Each page? I believe you're asking for each site. Well, if you WANT to host all your sites on a VPS, then go with the CF route. Else, get $1 shared hosting account from different providers to host each site.
