Paypal is not available in my country yet. so what I am asking is can I use a Paypal account in my country after buying an account from someone?

Yeah definitely, you’re going to have to use good proxies and buy a VCC. You won’t be able to add your own card or bank.

You'll also need a good VPS/RDP along with the proxies and VCC to make it all work smoothly. Happy setting up!

If you bought verified account with VCC or bank account linked to it then you shouldn't have problems
you can also create yours with proxy , Vcc but when they ask for id,address verification you may lose your money
