if i have an eu paypal account and an eu bank account, can i withdraw paypal balance to my bank account if the name on my paypal account doesn't match my bank account? it seems they only care about my iban cause im in the eu

I don't think they care as long as you can verify the account.

You shouldn't be worried at all.

Just withdraw it will be just like normal withdrawals. They don't care at all.
