Even governments don't have webcam verification for basic personal services. This could open a whole new door to problems for them and there shares would drop. PayPal loves their money weather it be taking a % or closing out full accounts. I can't see this happening. It's almost fair to say they like when you break the rules they get 100% profit.

Yes thats why I still use them even with those high fees.The users own them in your opinion by paying high fees.Also, I read something similar for AdSense on FB but it is rumor in my opinion.
as far as your funding source is clear they dont bother you and also when I purchase something and the seller tries to scam me I can always get my fund back by opening a dispute.
Without these 2 features there is no point for people to use paypal and they know it very well.

i think i found the origin of those document request by Paypal....i read recentely that Paypal wnat to move forward and open more services like a real bank account...by offering debit and credit card...and possiblity of deposing check in you account...and in order to do that you will need to take a picture of that document and upload it to paypal....
