Paypal verification

Hi all,

In order to verify the number for a stealth PayPal I am thinking of ordering a SIM card from a country that does not require VAT, SSN etc.

However, is it possible to activate new foreign SIM card when you are in another country?

I have tried it before once for another purpose but it did not let me activate the SIM, does it depend on the carrier?

In my country at least, you have to have roaming activated to have a working SIM card in another country. And to activate roaming, the card has to be activated as well. So you can't, at least not where I live.

Yes, that's what I thought, the activation itself is the problem.
