Alright mate, you have absolutely 0 to worry about! It's a general notice for one, second you're not from the US. You should be fine receiving like $10k withour tax notices then.
Also; even if the tax man does come now; you've made 32€. No way in hell will they care about that lol

I haven't connected any bank accounts or credit cards. How are they gonna tax me exactly? From my paypal amount? What if i hadn't any amount left?

Man stop worrying, they're not taxing you.
That's a general notice it literally shows up in EVERYONE's dashboard. Come back to worrying once they lock your account.

You should worry on your own country government instead of other countries government. They can do you nothing if u don step into the country. Why worry even it is US gov. They can't don't anything. They not that great. Aldo they like to scare you on taxes issues, if u foreigners without physically doing biz there, just delete the email
