We don't know what you did with the account so we can't tell you what will happen. I really doubt you have to declare taxes in the US. I would just ignore it. If you're really contacted just tell them you are Greece and don't pay taxes for cultural reasons. Don't worry if you didn't use this account at a huge scale AND owe US taxes nothing will happen. If you did you better call Saul.
As many other already said, this is a general statement so if you are not from the US, you don't even need to bother.
Still, if you're making money online and you get paid with PayPal, you should add that income to your yearly income tax return. At least if you want to sleep without being worried about that.
In the country I live in (it is in Europe) PayPal has the obbligation to notice the Tax Office if you're receiving more than 3.000 euros in one year in your PayPal account. So, basically, they know already...
