Posting this in Ebay forum, if this is not the correct place to ask about PayPal please tell me. Is scamming PayPal buyers really as easy as I think it is? PayPal states on their website that even if you don't provide a SSN/ Passport, you can still RECEIVE and WITHDRAW funds, as long as you are not withdrawing to your bank account. Hypothetically you could sell a fake item to a buyer, and upon receiving payment, purchase digital gift cards with your PayPal via a service such as Gyft. Once the money leaves your PayPal account, what can they do to stop it? The buyer then would file a complaint about being scammed, and PayPal would charge your account for the amount, but how would they catch you if you used fake information and a proxy to access the service? Searching "PayPal scammer caught" reveals no actions taken by PayPal to find and persecute scammers. Someone with more knowledge on this subject please enlighten me on what PayPal does to catch scammers other then sell the debt to a 3rd party reclamation service.
