paypal sandbox account without bank account

My Intro:
I do web design & web development.
I'm from Bangladesh.

Currently:
I need a paypal sandbox account to test the payment on the trial development site.
Because Paypal is not available in my country. And sandbox account asking to link the account to my bank. So its not possible for me to link with my bank.
Is there a create paypal sandbox account without real bank account?
