Yeah, most VCCs wont work but i guess there are some VCCs that paypal didnt block, so try to go for lesser known VCCs.

Hi OP, I live in a third world country and here we have prepaid cards (that work as credit cards). Those can be given as gifts. Check if you have one of those in your country and ask a friend who is legal age to buy one of those for you. Here the minimum amount for a new card is $20 dollars and you can recharge them whenever you want. Mine is linked to PayPal and I have succesfully used it on its own on Facebook too.

Get a virtual credit card if you can. That should do the trick.

you can buy a vcc to verify paypal and then use it to run your ads
