1) Yes he can. If you are selling digital good or service, PayPal is not a safe option.

I attached an image in the original post, it shows that to see the final cost I need to click pay with credit card - it did was not like this. I wanted the paypal payment page to show amount to pay without asking to login. Could this be a setting in paypal.
Not if the money is sent as a gift. If the money is sent as gift, then the sender only has one minor 45 day protection in which he can "try" to get his money back according to PayPal, but that can be exploited.
As others have said, if he is buying sales or goods through your website, then you are out of luck, unless you can convince him to send it as gift.
