Hello, wanted to ask about a issue that i have with a guy, I did send him $250 from my paypal 4 days ago , if he withdraw them and his paypal balance and credit card balance is 0, i can still do a charge back and paypal will give me money back even if his balance is 0?

He didn`t give me what i buyed and now i need to charge back them back to me.
This guy lives next to me and i know for shure that he withdraw them..

Well i haven't used charge back nor had any such incidence so not sure but yea you can file a charges if i'm correct and even if he withdrew and you wins the charge back his account will go onto negative balance untill he removes negative balance his account will be limited.

I`l deffinetly do that, in the past few guys do this to me and i let them in the hand of god but with this guy is different, i`l not forgive that easy.

the problem is that now is on vacation till 27-28 with my hard earned money so that`s why i did think that paypal will help me get them.

I did think that his acc or credit card will go on negative but i`m interested if i`l recieve the money if i win even if he doesn`t have nothing in his pp.
 
Dude you will get your money.

Ring your credit card company start the chargeback. His balance will go into negative. You will get the money from paypal. Then Paypal will send collections after him until he pays after that everything might get forgotten about or paypal will take him to court. But none of that is your concern.


EDIT: Did you pay with your credit card through Paypal? or did you use your paypal balance?

File a chargeback and your bank can get the money from the paypal and paypal can get it from him but if you win charge back it would take 90 -180 days to get money in your bank but do it asap don't wait for him to get back or something since he hasn't delivered what he promised you have the right to get your money no matter if he's your neighbor or your stranger.
Some people learn the harder way once paypal show them how it can be a pain in the a** once they are against you he will think twice before scamming someone in future.

It can take 1 year, i`m not interested i just can`t forgive this guy..

Unfortunatly mate, if this was a virtual item paypal wont help. And as you paid from your pp balance i cant see away youd get your money back?
 
why the hell you will pay a person through paypal if he lives next to you. i think he will be happy if you pay him cash without cutting fee's and tax.

It`s a long story and i didn`t have a choice on this, i did do 3-4 transfers to him and he gave me the $ but now.. maybe because it`s hot outside and he wanted so bad to go to the sea, who know`s.
