Paypal problems? "Link a card to make an instant payment"

Hey. I have had my paypal acount for over 5 years now. I have been moving about 1 thousand USD with no issues. But a few days ago i started to be unable to make payments whenever i tried to purchase anything. I keep getting "Link a card to make an instant payment" and "To complete this payment, add a debit or credit card to your PayPal account. Your card will not be charged unless the transaction amount exceeds your balance." whenever i attempt to buy anything. And theres a skip button but it does not work...

I have 2 cards added to my account. These two cards are virtual cards, they have been there for ever and they were created with my details, name and everything...

I am unable to have an actual real debit or credit card that can be used for international transactions because i am from Venezuela and theres tight control here on that matter. Is anyone else experiencing this error with paypal? Does anyone know how to fix it? I was kinda afraid to ask them directly but i just went ahead and sent them a message. Hopefully i won't lose my account over this... They have verified my identity multiple times without issues. Every single detail is real and i don't use my account for shady stuff, my account is in great standing.
 
Purchase a "new" VCC for the account and I believe this issue will go away. I may be wrong, but I believe the VCC's expired and PayPal is now considering them to be invalid cards and an invalid back-up funding source.
