Got the same problem.Account got limited. Buyer name is chinese but the item is addressed to non chinese man. The item has been sent. WTF
It's too late now, I'm hoping they'll let it slide now that they have my photo id and proof of address, there's nothing linking me to my old account except my name and DoB

Click on Resolution Center, find out why it's limited & supply the info PayPal is requesting.
If it's a recent account and you suddenly got a ton of activity, they might want proof of who you are to make sure you're legit and not a scammer.
