Paypal NEW rules ? BIG problems

Hello,

1) Stealth Paypal A acc is limited more 180 days, I am eligible to withdraw funds, I try withdraw and withdrawals are pending.
I got email from Paypal that I need provide ID and address proof. I sold on eBay and got ~200 usd only.
No way to withdraw from Stealth no more? or this is the only one accident?

2) Stealth paypal B. Buyer opened case not as described. Available options for seller: refund or continue talk to buyer.
Paypal offer no option to return item for buyer. I can only refund so I loose money and item.

Anybody have heard about that or similar?
 
If have to say you just verify your ID and address. It's for security reasons

Continue to resolve the issue by having the buyer return the item. Dont issue refund until you have the item back in your possession

This is the correct answer. ALWAYS make the buyer return the item for a refund, even if you sold a 99 cent item and it costs $3 to get it back. In the long run i think people who just refund and let the buyer keep the item is a mistake, since it encourages bad buying behavior and encourages scamming
 
I have the same problem. Received email that funds are available for withdrawal, but cannot add bank account. It is a greek stealth account. Called them, they request id and proof of address. When i told them that i am not willing to provide this, paypal threatened that they can freeze the funds indefinitely. Can they do that?

Sure they can. It's easier to use fake proofs, as recommended before, contact secondeye, he does this things.
 
If you are legit then why do you fear to verify your identity with paypal??

Not so sure about this. Because in the beginning when sellers have few positive feedbacks (X or XX < 50), a negative feedback will ruin their reputation and it's the probability from new buyers to buy off him (no matter of the item price) is dramatically dropped. So the situations can vary. Better saving the account in the long run if you ask me. There're always been browsing scammers, as well as fraudsters using stolen both PP/eB accs to purchase items from less reps sellers or so (ruining their profits and doing damage). No one can stop 'em.

Yes they can, and they absolutely will. It's in their terms of agreement, it's about Money laundering and even if you sue them, they'll provide this. Just try and give them what they need.
