You need to wait 60 days after the first transfer, make 10 transactions without dispute, have iban associated to the account, fully verified identity and have more than 500$ in transfers.
The money from the transfers will be released in stages and hold for about 15 days.

I can say from my experience that if the account creator has a good enough credit score the funds will receive to balance instantly even when sent as G&S, as long as it is below a certain amount (I think $100 or $200).
So what I suggest is finding a person with good cs willing to partner with you for the paypal.
After a while, they will probably ask for more info about what you are selling, you can simply say tutoring services and then get upgraded to established seller once you reach the threshold.

One suggestion, search for intermediate paypal accounts, which are already verified and don't have this problem.
There are those that do this for only one price per month.
These intermediaries send the money by method (friends/family).
I have used this service for a few months now.
