PayPal in third world

Well, third world sounded exotic. PayPal is only for developed countries because it requires standard bank account information which in not available all countries. I come from a country where banks do not support PayPal. Nevertheless when I was browsing through PapPal's website, my country was listed as a country that can receive payments from other PayPal user.

Now, after I receive the payment what would be the best way to use that money locally?

I have brainstormed few options myself.

> I can go to a my neighboring country and open a bank account, get a debit card, and use ATM in my country to withdraw that money.

> I can order PayPal debit card directly and hope there won't be any shipping issue.


Is there any other way of withdrawing that balance?

Your feedback will be greatly appreciated.
 
it depends on your neighbor country you will need ssn or pan number if you are going in legit way. Otherwise there are several ways to get a paypal account to non supported countries.
