PayPal Funds Help (not a conventional problem)

I have a new PayPal account created on the 19th of feb. My family sent me money about ?450 on it (marked as friends/family). I added a VCC (I don't have a real card) and the VCC has been used before and has quite a bit of money on it. Anytime I try to send money it says there is an error on PayPal. When I contacted them they said nothing basically. I have the money available and am Cc verified. I will give who ever helps me solve this with a DIRECT solution (waiting is not a direct solution), I will give $8 on PayPal. Thanks for the help!
 
Advertise on BHW
This could be caused by anything from your fake VCC to your fake account etc.
 
Apply for a real credit card and use it instead of the VCC.

This is a real account with a real VCC with my name, address verified and details.
im 17 which is too young for online banking where I live

And yeah you are too young for paypal as well, get your head around paypal's policy which clearly stated that anyone who's over the age of 18 is allow to register with Paypal.

Pretty conventional problem. You have a fresh pp account and pp doesn't like you sending all that money out of the account. If you need help getting the money out, contact me.
 
Using fake VCC and real money is quite lost. I would suggest you to contact their support on Facebok because they are way faster and ask for help.
