Paypal should be regulated under the banking rules like all other banking and financial institutions in the united states.
Since it currently isn't, and since you are limiting your customer's ability to easily transact business with you if you do not accept paypal, you need to find another solution.
Get a merchant account for alternate use. If you expect a sales spike or if you see it, immediately call your card processor or call pp and tell them that you are experiencing high volume due to new marketing efforts. They will work around not freezing the account.

You are more then like correct on that.The fact is I do know what I'm talking about and probably have more experience with PayPal than a lot of people on here. I've processed a ridiculous amount of money through my own account this year, and have had very problems once everything was setup properly.
This guy was not some big company or corporation, he was a small fry with a poor looking website with little or no history of transactions.
No one knows the whole story though.
Had he put up a 2 checkout button on a site that was already frozen by PayPal he would have heard very quickly from 2checkout that his account was on hold.If like pyronaut mentions the money built up after the account was frozen, then he's a dumbass for leaving the PayPal button on his site. There are plenty of alternatives he could have used once he saw the money start to pour in, without limiting his market (for example even 2Checkout allows you to process PayPal through them).
