Paid someone in advance for some accounts. After paying, he refused to give accounts. I have opened a dispute on PayPal. Will I surely get the money back ?

Probably. Almost certainly if you have documentation of their refusal.
Goods never received. Should be easy enough to get the refund.

If you bought from website, like a membership then there will be some difficulty or else they will favor you.
