PayPal card decline

I just created a new paypal account this week and just today i verified it. (verified credit card)

Now i cant do payments, it says try another credit card or bank account. In invoices im getting to do payments another error shows, it says : Credit card -**** declined please try another card.

Does anyone have any clue what is happening with paypal.

I have been using paypal for years but no problem until my account got shut down for receiving a large payment.

Now with this new account im not understanding why they decline my card as it is new, just opened it few days ago at bank.

Any helpful information?

So what does that mean ?

I cant use anymore that paypal ?
 
Paypal blacklisted you. Your name. Your email. Your address. Your bank details. Your IP. Everything associated with you. If you try to join again and they think it was you, you will run into same problems.
So. What's solution? Use a paypal alternative like Google Pay....Stripe....Venmo.....Circle Cash...Payoneer. These are just some. There are more if you do your own research. The point is you can't use paypal anymore (under your personal name) for the rest of your life. Unless you dispute your case and win (if that is even an option for you).
Another option to take is paypal stealth accounts, but I don't know much about that. Last week someone on this board said they had one but didn't know how to withdrawal their funds lol. None of the replies were helpful either. Wouldn't bother with it unless you are savvy on these sorts of things.

It looks fucked up.
I need that to use for many purposes.

Guess ill have to fake everything now .
 
Or, incorporate, establish everything legit, then do it again. It’s doable.

If you create a completely new business identity, you may be able to use that information to open a new Paypal account 'legally', without using stealth tactics.

Given the rest of your responses here, I'd recommend searching the forum for the how-to threads on stealth accounts and business accounts. It's not simply a matter of entering a false name and hoping for the best, you need to be very careful about covering any footprints leading to your personal information and banned accounts.

My paypal account are personal ones not business ones.
I use account just to buy things not to sell.

While I agree to what you are saying, I did have a different kind of experience with them. I got my paypal banned due to receiving $1K+ payment for a scam company (long story, I wrote about it in BHW but not sure if I can find that thread anymore) a long time ago. I received a perma ban and I got the money after 180 days. I waited for 2+ yrs and opened another account with the same exact details (name, address, tax id), except for my first name.. which had one letter changed, and obviously a different email ID. That worked for me and I still use that account to this day. So, it is not always the case that paypal will ban you if you try to register with them again. For my case they actually allowed me to carry on (I am dead sure they know who I am from my previous account).

In my case my old paypal account had another First Name and new paypal account have my first name.

The only footprint where paypal mpaypal may be based is that i hi have same address and have created new paypal account on a device that i have used before for the old dead paypal account.

After a bit of research, it turned out that I needed to have some money on the card in order to connect it to PayPal, and I had withdrawn everything before trying to link it. Whoops. It's all sorted now. Maybe you have a similar issue? Also, you can always try to contact PayPal for an explanation. They're not always helpful, but who knows. I just think that you don't need to jump to any conclusions about being banned.

No, that card that i have linked on the account have enough money, so it can handle paypal fees.

I've been working with PayPal for years and never had any problems but I know a lot about it and I know people that had problems like you before. Like some other users said above, you're now blacklisted. That means they saved all your info (whether real or fake) from previous account and now they monitor your activity. Whenever you create new account, if it's from the same IP address, alarm goes on and they block you instantly. It's not only IP address, it's your full name, email and usually the most important factor: your address.

Now how to fix this? Well, it's really hard probably impossible. If you still have that PayPal account you did some shady stuff with and you owe money, deposit some money on to the card connected with that account and pay all the debts you have. Also try contacting PayPal few times, email and phone and talk to them. Tell them that you'd like to clean up the mess and start over clean. If you don't have an access to that account, try creating a business (register it legally) and create a business PayPal profile using your company's info. That means, bank account, address, email, name - take everything from your company.

This happens with Facebook Ads too. People try to scam Facebook by spending first $25 and then closing the account before they limit you. Well, it might work first time. But then you get blacklisted like you did on PayPal.

Conclusion is, pay your debt and start using the service legally and you won't see any more problems in the future.
 
Please dont listen to all these noobs who claim to know what they are talking about especially this one above me^^^ that is telling you to pay a debt and lecturing you. PAYPAL IS NOT A BANK AND EVEN IF YOU OWE THEM MONEY, NO ONE WILL CHASE YOU FOR IT. I understand morals, and yes, maybe you should pay a debt or whatever but Im just stating facts. However, this will backfire if you don't pay the debt and make a new Paypal account in the future. If you frequently use your new account and somehow get limited, they will know you owe them a debt, and will ask you to pay for it to lift the hold on your current account.

Paypal is able to do a "hard check" on your account to verify if you had other accounts with them, BUT they will NOT do this unless it gets to that stage. This means, unless your account gets limited due to high value transactions or whatever the case may be, they will never know if you had an account with them.

Can PayPal really know if you had accounts with them? Of course they can! When they do a hard check, they will know every account related to your name/address/social/passport number/IP, etc....

The good news is, even if they do this, you can still make another account after. You just can't use your old accounts.

Why is your card saying declined even though it shouldn't? This is either Paypal telling you that the specific card you're using is blocked or the Paypal account is flagged. I have had this issue several times. Why they block cards? Who knows! Who cares, just move forward.

If you get a new credit card number and attempt it again, it should go through. The thing is, Paypal might only let it go through once.

Your best bet is to wait 30-60 days and attempt a transaction online. Like when your paying for a service, and you are going to use Paypal, use a brand new credit card, and create an account while you make the purchase. Then slowly use your new account, add all your bank accounts and payments, verify your social, tax id, whatever you have to do, and you're good to go!

Thank you so much for your words. Really appreciate it but i dont own any dept to anyone. The reason why my account got limited is because i recived a large payment at once.

This may have triggered a red flag to them and limited my account because they may think that im selling something and telling the buyer to send me as fnf. But i got those money not for selling purpose.

Theres no need to respond to him. Im not sure why he assumed that you were doing illegal activity or what not, but hes obviously very ignorant.

Thank you for all this valuable information,
ill try to follow as much as i can, as the main thing that ill use the paypal is for services, like (hosts, domains, vps, bots, aliexpress etc)

To get payments i think would be rare on this account.
