Is your account verified ? is there any spending limit in your account ? is your account new less than 1 month old ?
You have to complete the verification steps (Add bank account + Credit or debit card + add home phone) and you will be OK but they are doing this for your security.

I have found that many sites require you to use the debit card if its a subscription type service rather than a one off payment. Is this the case?
This probably isn't useful for you but I was never able to pay ANYTHING with my PayPal balance. I just assumed that you can't use PayPal balance to pay for anything but rather that you have to use your debit/credit card to pay and then you can withdraw your balance to your bank account or vice versa (withdraw first and then spend).
Though I have read ages ago that U.S. accounts can actually use the balance to pay but it depends on the store to accept it and most stores don't accept payment with balance.

They have to take precautionary steps for people who haven't fully verified their account.
All I've heard is horror stories but I've never once had my account locked. I've never had an issue with a faulty dispute, I win those pretty easily and all the reps I've called have been helpful. I guess since I don't do much Blackhat shit or buy PP accounts, I'm less inclined to run into issues?
My account usually only gets payments of 10, 20 or sometimes 50 in there on a semi-regular basis. However, I understand there's a system for catching unusual activity or unusually large amounts of cash coming in so I wanted to test that. I had $600 come in and I wanted to see if it would lock me out but notta.
As far as your situation: I'm not sure what you expect us to really be able to do for you? It sounds like there's a spending limit on your account but if all else fails, you need to call them. They have great support if you're cooperative and the account is in fact you.
