Paypal account got connected to an old account

Hello, Recently my PP account was tempararily limited, asking me to provide more info about the stuff i sell on ebay, my docs etc. While investigating, they also connected my relative's limited account (-900$) with mine. Now they ask me to pay this debt. Do they have the right to make me pay for other person?
If thats possible and they think, it was my account, then the second step would be for them to perminently limit my account, because my relative received notice, saying he would be unable to open new accounts.
 
Yes, they can take money out of yours to pay someone else's debt. Happened to me. Somehow, PayPal tried to link me with some other account with a negative balance of $200, so they took the available funds in my account to cover it. Called them and said they couldn't do anything.

The main question is, when the other account got permanently limited, pp pointed out, that the person would be unabled to open any other PP account. Since they connected it to my account, wouldn't it be logical for them to also permanently limit my account, thinking its the same person...
