paypal closed the account for security issues
after providing them with ID proof and proof of address .

"For the safety and security of the PayPal network, we often review accounts for potential risks. After reviewing your account, we have decided to close it because of security issues."

can anyone release it?

it can not be recovered now, but you can contact paypal customer support and if you think you have provided them incorrect documents with mistakes, low quality docs you can change it but as per my knowledge they will not retrieve it.

Can’t be reinstated. Had a similar issue where I added my bank account and they started asking for so much personal information. Sometimes PayPal is just a pain in the ass.

Nothing you can do now except open a new "stealth account". I never had luck getting accounts unbanned once that decision was made.
