yes, this problem can happen sometimes. It can be due to the account, or a system error. you can proactively request a threshold for the account. I used an account for a long time before, but the threshold never increased, it just stopped at $50.

pay all the bills, don't fail it. Then if it still doesn't increase, let contact FB support team. But you have to be legit to do that, or else, many worse cases can happen

my payment threshold is still increasing steadily, you can edit the threshold to 900$ limit with usd account, as long as your spending is big the threshold will increase
