Yes, this happens a lot — Meta often blocks payment methods due to risk signals even if the account itself is fine (billing mismatch, card history, country issues). The usual fix is adding a new card that matches account country exactly or switching payment type
 
I occasionally encounter similar situations; even though the card is fine and there are no issues, you should replace it with a different card for payment and delete the old one.
