Main reasons why you can't add a card:
Advertising account has outstanding debts: If the account has outstanding advertising costs, Facebook will block the addition of a new card until payment is completed.
Card rejected/blocked by the bank: The bank has not activated the online/international payment feature (International Payment), or the card is suspected of being fraudulent.
Insufficient card balance: The card account has zero or too little money (Facebook requires an advance account to verify the card).
Using a virtual card: Facebook frequently rejects virtual cards for security reasons.
