Payment error

Sometimes some ad accounts experience errors like that. Try switching to a new ad account, and leave the faulty account for 2-3 days. Then you can return and add the card again normally.
 
Your account may be experiencing an unusual system error. Don't just wait for Meta Support to respond; proactively switch to a completely new account to remove any hidden restrictions and get your ads running smoothly again.
 
This issue is commonly caused by Facebook’s internal risk controls. I can't add a new payment method to my account, why is that?

1. Use at least two different types of cards.
2. Change to a new proxy before adding the card. I did this and it worked. Give it a try!

You can try check Account Quality and Payment Settings/ Adding another card or wait 72h if it's a temporary lock
 
The inability to add a new payment method to a Facebook Ads/BM account is very common, and in most cases, it's not a card issue, but rather that the account or BM has had its payment access restricted.
Your account might be experiencing the following issues: Payment Restriction on your ad account, BM's Trust level has dropped (even if the Ads Account is still active), or your profile is restricted.
Solution: Add the card from Ads Manager (not through the BM), Change the person adding the card, Use a "cleaner" card.

If you have a VPN enabled, you can turn it off and add the card again.
If you haven't enabled it, turn it on before adding the card.
I tried it and it worked. Sometimes it's a little difficult to add some accounts, but repeating the above steps several times worked.
