This error usually doesn't lie with the tag itself, but with the overall risk assessment of the structure.
When the system has restrictions on adding new methods, trying multiple approaches in a row often makes the situation worse.

Most likely, the problem is with the payment card. Try linking a new, completely empty card and see if the payment goes through. If it doesn't, then the problem is with the account.
