I haven't a big budget and I want to earn money in a not much time, who is the best to promote and earn much money offers Pay per lead or Pay per call ?

Just take a look at the CPA forum you already found and look for something that seems interesting to you. Try to learn something from the ideas of other people and implement your own twist to it. When you find the sweet spot, you can make you idea bigger and make money with it, but you can't expect to tell this community that you have a lot of money and think that they will just hand you over their big business ideas.

i think its pay per lead for offers that you would fill yourself ppc requires more traffic to get roi

In my opinion you'll make a quicker return on Pay Per Lead. Each vertical can be different though.
