It depends on what are the offers you are promoting and what type of promotion do you use. Let me give you an example:
If you are promoting CPI offers with 0.2 payout you should look for some cheap traffic source such as pop unders traffic that u can buy for 0.0001 per visitor. so you can make a good ROI.
If you are promoting a Shopify store/a CPS product.. and you profit in a product is about 20$ so you can go with Facebook Ads to get super targeted traffic...
So it all depends on the offer.

There are a lot of ways. But if you don't have a solid method for that. Don't do it. As most of CPI offers pay few cents. And the CPC of fb ads is too high so your ROI would be negative.
+ CPA offers in facebook ads need clockers and professional ways. So if you are new to paid advertising. Go with easy things such as Native Ads/ pop up traffic... And try Fb ads later

if you want to start work on paid traffic the best is facebook traffic and google AdWords traffic also.this is world best paid traffic providers.
