Outsourcing Client hunting?

Hello again everyone, Basically ( after trying every damn method on this site ) I made a bit of money with Amazon associates, However not enough to keep me happy and definitely not consistently.
So I had another look through some methods and I loved the one involving making Wix websites and selling them to businesses with crappy sites or none at all. I can't remember the OP but he mentioned outsourcing the client hunting part, which is what I need advice on, how would I find someone willing to find clients for me and is it possible to pay the client hunters on commission? Any advice is appreciated.

Sidenote: I have put up some Job posts on freelancer searching for someone to do this, but I've gotten no messages or inquiries.
