Does direct outreach by email work to acquire customers if your emails are thoughtful and personalized? Or do sales emails still get looked at the same way as spam, even if you take the time to personalize it?

I have a genuinely valuable and effective B2B service to offer, and I want to know how to effectively reach out to prospects.

Depends on many factors like your service, who are your prospects, target country and so on.

In short, yes, but you have to take into account the number of outbound emails which then trickles down to people interested which then goes into a leaky bucket of people who will take your scheduled all, and so forth until you get an actual paying customer.

Does it work? Yes
Is it a lot of work? Most definitely

How can this be better? Using content to convert people who are looking for your services. Show case studies, show the problem, and then show the solution and how you did it. Make enough case stuides for all your ICPs and then you'll not need to do as much.

Then in your next batch of outreach, you should get more traction.
If you solely rely on cold email outreach to sell your services, then you'll have a bad time (unless you've got an enormous profit margin)

yes a more personalized email will convert better then a simple copy paste email template, however doing each email by hand will take a lot more time then sending out 1000 copy paste emails.

It works but transparently, takes a lot of effort, so don't get discouraged when you don't see quick results
