Opening a Anonymous Paypal Account

I know the title has been discussed a lot here. But mine is a bit specific question.

When opening a Paypal Account, ip address plays a very important role. But I use my cell phone Internet and each time I switch of my phone and switch it on, I get a new ip address. But my ip address has first 2 parts the same.
Only the last 2 parts of the ip address change each time and the first two parts of the ip address are the same. And moreover it says public ip. So
Will that be a problem??

Also when withdrawing money from the account, should I need to provide a correct name?? I don't want to reveal my true name or details. I read and found out that Routing Number and Account number are important. Other than that, transferring $500 for each month should not be a problem. Can anyone please clarify???

After 2 months we can apply for a debit card and Paypal will give a Debit cqrd also with this alias name. Is that right??

I read but could not find a clear answer about which account number and routing number provider is safe and cheap for Paypal. Any help is highly appreciated in this regards.

Don't play with those GayPal... so always use real info. IP does not matter if you're using real info and can provide those verification documents in case your account access go limited.

I definitely want to provide my correct information, but, with a lot of activity going around Paypal, I don't want to take any risk.
That was the reason, I'm using my Mobile, so that, my IP changes every time.

Actually, I have made up my mind, to go anonymous with Paypal. So, Its decided that, I will use Paypal anonymously. Anyway, I'm not cheating or stealing from anyone. I don't want to give my details.

I see that, there are a lot of people who are doing that, but I'm unable to find the correct source.

If you are serious about making money I would suggest that you use your real details. However, you can always create an unverified business account in some developed country (won't say which) which may even allow you to send up to $4-6k. You can then send the money from your PP to a reliable third party and have them send it directly to your bank account or something(they will probably charge 7-15% though). Also, I don't think you would be able to get a debit card with your fake alias, because paypal WILL ask you to provide some sort of ID before they get you the card.

opening stealth accounts are not recommended because you might lost money in future because if it gets limited your pissed off
