Depends on the amount of pages, length of content, how your navigation is structured and several other things like speeding up the page/cleaning up code. Definitely possible for it to be 10 hour job though.

It could take some time... 10 hours is pushing it although there may be a lot there.

It depends on how perfectly you want it done.
A more or less full to-do list could look like this:
- keyword research
- title and meta description optimization
- interlinking and navigation optimization
- anchor text optimization
- image alt text/image size optimization
- canonical URLs
- robots.txt file
- xml sitemap
- adding schema templates (or other semantic markup)
- adding Google Analytics/Google Webmaster tools
- adding social buttons
- adding any required plugins and/or making sure they don't ruin SEO
- etc.
Also depending on how your website is organized from a technical POV, it may take a different amount of time and effort to do on-page.
A quick do-it-yourself guide would only let you do it on a superficial level.

Knowing all about onside seo is an ongoing process. You have to keep reading guides here and putting everything into practice. It is also good to follow frequent changes in google algorithm
Thankd for sharing that it's highlighted a few things I never really fought about.
