You need to just read the rules at that link and when you understand it go to Hire a Freelancer section and post there.

Oh, i thought you wanted to Hire a Freelancer (i.e. creating a thread there and looking for a freelancer) - If you want to reply to a individiual thread you need to have a Jr.VIP Subscription - More info here.
