Proxies are pretty much required if you plan on running multiple accounts on one device (assuming it's for monetisation down the line and depending on workload). Ideally you also run that with your preferred anti-fingerprinting browser and similar session isolating tools. Mind your usage and access and check the IPs you get from time to time.
 
I used to burn ads early without building enough personas, the results were not very effective. You should build content first, promote later
