Instead of going for a VPS..... just grab a dedi from a large provider.
I can tell you for a fact that OVH and LeaseWeb ignore DMCA notices.
DMCA notices are a joke to large providers.... they get them all the time and they go straight in the trash.
In order to get LW or OVH to pay attention they must get a legitimate DMCA (which requires that they get into contact with the content owner and actually confirm that they had issued the specific DMCA, and that it wasn't some mass-spammed thing by a third party).
Then all they do is forward it to the person leasing the server and it is out of their hands.
However, if you have repeated notices..... OVH will take a look into your account and uses.... if you are found to be offensive.... they kill your account or suspend it.
As for LW.... ive never had an issue.

No he's right.... prq.se is a friend to the scene and they don't give a flying *$%# about DMCA. Even TPB's VPN service iPred is hosted with prq.
I love prq.se but they are very expensive.... and you have to really pay if you want to get a proper connection.
Some of the lines they offer are slower than my home line.
